Your external links need to be relevant in order for their “votes” to be trusted. There’s not much ranking power to be gained from hair salons that think you are the best in yacht upholstering. Totally unrelated backlinks will have a neutral effect at best, and a negative effect, at worst.
If you sell shampoo bowls and other salon equipment, however, endorsements from hair salons would add value for sure.
Similarly, spamming sites will also prove detrimental to your SEO goals. Nobody cares who an untrustworthy person recommends, and “paid” votes just don’t count. It’s best just to think of unrelated or spam site backlinks as a -1, not a +1.
